Danny, the Managing Director and principal consultant of the EnviroSafe Professional Consultancy Limited since 2001 with about 30 years of occupational safety, health, hygiene, environmental, ISO management systems and security experience in logistics, construction, manufacturing, health care and food industries, including management systems, site monitoring, promotion, course curriculum development and training in PRC, Shanghai, Hong Kong SAR and Macau SAR. Danny has had direct hand on professional experience in training, developing, implementing, maintaining and auditing services for multi-disciplines corporations. Danny’s past and current involvements in the Course Advisory Committee on Assistant Safety Officer of the Construction Industry Training Authority, CITA (the name is now called as CICTA), the Steering Committee for Construction Industry of Hong Kong Workers’ Health Centre, the Former Vice President of the Institute of Crisis and Risk Management, Chairman of Professional Managers Association, part-time lecturing and tutoring experience in the Construction Industry Training Authority, CITA (now called as CICTA), the Occupational Safety and Health Council (OSHC), the Hong Kong College of Technology, the Open University of Hong Kong (now called HKMU), the Centre for Health Education and Health Promotion of the Chinese University of Hong Kong, the Hong Kong Productivity Council, Macau Productivity and Technology Transfer Center.

Since the Government enacted the increase in the penalties for OSH offences early in April 2023, the Labour Department (“LD”) has recently updated the contents of the mandatory basic safety training course for the construction industry (i.e. the Green Card course for construction sector) and mandatory safety training courses of confined spaces operation, so as to enhance safety awareness of workers and their ability to prevent accident. Trying the so-called risk-based principle and keeping close tabs on the OSH risk levels of various industries and their changes, the LD formulates and adjusts the three-pronged approach, including inspection and enforcement, publicity and promotion, as well as education and training in a timely manner to promote OSH culture and prevent accidents from happening. However, two workers were killed and three others injured in an industrial accident when a large scaffolding collapsed at a construction site in Kai Tak on 20 February 2024. The topic of the talk is to discuss the possible causes leading to the increase of industrial accidents and try to examine the possible effects on the socio-economic, workers’ physical and mental health, and environment factors.
