Message from PFM Chairman (May 2010)

Consultation Document: A New Producer Responsibility Scheme for Waste Electrical & Electronic Equipment In the March issue of Surveyors Times, I have drawn members’ attention of this consultation document. Upon receiving comments from some of the members at the seminar of 21 April 2010, two of our Council Members, Nelson Ho and Ray Ng, formulated a written response which was submitted to the Environmental Protection Department on 30 April 2010. (Please refer to p. 7 for the response) We shall update members in this respect should there be any further development of the consultation. 山東省住房和城鄉建設廳探訪 As members may aware that our Division has a very close relationship with the Guangdong Property Management Industry Institute (GPMII) as a result of the exchange visits last year and a Memorandum of Cooperation had been signed between the two Institutes. The President of GPMII led a team from the 山東省住房和城鄉建設廳 visited the HKIS Office in the afternoon of 12 May 2010. Team members included 楊煥彩廳長 and 房地產市場監管處花景新處長。 Representatives from the HKIS were led by our Senior Vice President, Mr Wong Bay, with members from the Council including Dick Kwok, Charles Hung, Chris Cheung and me. The visiting team originally intended to visit the Housing Department of HKSAR Government with a view to exchange experience in respect of housing policy and housing price control. However, owing to the team tight visiting schedule, the planned morning visit to Housing Department was cancelled. Nevertheless, our SVP did share with the visiting team his experience working with the Housing Department. Other areas of interest were also exchanged which included standard and quality of property management practices between the Shandong Province and Hong Kong. A copy of our “HKIS Guide to Good Property Management Practices” was provided to the team for their reference. 楊煥彩廳長also invited HKIS to pay a visit to the Shandong Province so that further experience sharing session could be held. Quality Property and Facility Management Award The Council discussed and decided last year that the HKIS should organize an award to recognize those properties and facilities which are managed professionally with high standard of quality and user satisfaction. In the Council Meeting of 3 May 2010, it was decided that the event would be jointly organized with the Hong Kong Association of Property Management Companies (HKAPMC) with supporting organizations including Surveyors Registration Board, RICS, HKIH, CIH, Housing Managers Registration Board, HKIFM and ISCM. Representatives of the PFMD Council on the joint Organizing Committee includes Kenneth Chan, Dick Kwok, Alan Wong, Eddie Hui, Chris Cheung, James Chan, Tim Law, Honby Chan, Rachel Mak and me. We are in the course of selecting Event Secretariat and finalizing the assessment criteria. It is expected that the award ceremony will be scheduled in around January next year. CPD Update Dr Andrew Platten delivered a talk on“Heritage Led Regeneration in the UK”on 12 April 2010. He highlighted his successful experience in West Yorkshire and Lancashire, UK, that some heritage properties were converted into different usages which changed the locations from heavy manufacturing base to a centre for financial and legal sectors. Mr Benny Kwok gave a talk on Financial Analysis for Surveyors in Property and Facility Management on 20 April 2010. Mr Kwok introduced the importance and knowledge how property and facility managers may analyze the financial statement and balance sheet to give a good picture on the financial status of the account.
